The only thing I would add is, be sure to work with management on the best categories to chunk by. Put together a proof of concept, but be clear that you want to chunk the standards by categories that work for the standards authorities. Otherwise I would say of course, you should chunk things up. You should also consider delivering an online version with search and navigation!
