Gee, this sounds familiar. Here's one way of looking at it:

The writers/editors/artists/designers working in the trench have heard from
colleages about a tool that helps them to do their jobs better. Some have
even tried it. It doesn't have easily quantifiable benefits, but it
enhances communication, helps solve problems, helps generate ideas, etc.

Management apparently doesn't thinks that this tool is a very high
priority. Perhaps they don't know too much about it. Maybe they've not
used a tool like this one and can't relate it to their own experience, so
they can't see the benefits. Maybe they're afraid that this technology
will grow into a monster on its own, devouring money and other resources.
Perhaps they've got some other priorities we don't know about. Maybe they
need to be enlightened.

Who's right? Depends on your point of view. Deja vu all over again?
