At least, if they post the job internally first, outsiders
don't waste time, energy, and sometimes money applying for
jobs that aren't really open to them. And in some cases,
being an insider can itself be a qualification, if the job
requires knowledge of the company's structure, history,
or activities. (For example, all else being equal, if the
job involves writing about the XYZ Corp., someone who has
been at XYZ for years and knows the company's history, who
runs its branch offices, and so on, is likely to do a better
job, especially at first, than an otherwise equally-qualified
outsider with only a vague knowledge of the company.)
