Planning On-line Help

I am planning my first Windows On-line Help project and I would appreciate
any valuable hindsight from anyone who has done this before.

The system has about 40 context sensitive screens with many jumps and
pop-ups. This is a database, so I am working with one-to-many and many-to-one
relationships between screens.

What is the best approach to organizing the topics and links? What is the
best way to diagram before coding?
