equivalent to the Chicago Manual of Style, you might
like to look at the following. It does not have any
official status, but it is an excellent and entirely
comprehensive manual

Judith Butcher, COPY-EDITING FOR EDITORS, AUTHORS AND
PUBLISHERS, (3rd edition) Cambridge University Press.
ISBN 0-521-40074-0

the correct full title for Hart's mentioned in an
earlier posting is

HART'S RULES FOR COMPOSITORS AND READERS AT THE
UNIVERSITY PRESS OXFORD

and you might also find the following useful (and cheap)

OXFORD DICTIONARY FOR WRITERS AND EDITORS, Oxford,
Clarendon Press - also now published as a Penguin
paperback as - THE OXFORD WRITERS' DICTIONARY

and it's available electronically too
