Windows by itself only uses some 20 colors. Using programs like Paintshop pro
(CICA) you can reduce the color count to 16, even if you cannot reduce your
graphics card to 16 colors.

Shurely: Either 4 bits/pixel or 8 bits/pixel. There is nothing between.
