I don't have a useful answer, but I do have a delightful one.

Yes, Scott Adams has created many Dilbert cartoons about this. One of
the most profound, to me, had Dilbert interviewing a prospective
employee who laughed in his face when he told her his company believed
in "employee empowerment". Her point, an excellent one IMHO, was that
if the company _actually_ believed in involving employees in decision
making, there's be no need to make up fancy jargon about it.
