If an utterance isn't a word unless it's in the OED, then it's obviously
impossible to add new words to the OED. This may come as quite a shock
to the people who are so busily compiling definitions for the next edition.

In any event, the English language as a whole has no official defining
body. Even if it did, linguists would laugh at it and the population at
large would ignore it.

Humpty-Dumpty understood the functionality of language rather well.
