Familiar with Management By Objectives (MBO)?

Yep. Familiar with W. Edwards Deming's opinion of MBO? He once called it
one of the seven deadly diseases thwarting productivity in companies.

The major point of criticism of MBO is that if you manage by numbers (MBO
requires quanitfiable metrics) all you really succeed in doing is managing
numbers. Worse, you often convey the impression that the numbers are more
important than either the people or the work being accomplished. People
become more focused on the metric than the actual job.
