TECHNICAL - best help to html converter?

Hello,

I am looking for the best hlp to html converter available to convert over 100
help files, so the better the conversion, the less tweaking our technical
writing department has to do. In addition to the "easy" tasks such as
converting bold and italics, I would like it to

- incorporate html 3
- translate window popups to javascript popups (tall order?)
- use logical file names (not 0000001.htm 0000002.htm 00000001.gif, etc)
- translate windows tables to html tables (not using <pre></pre>)
- translate shg files to image maps (another tall order?).

I tried Robohelp's hlp2html -> it was rubbish!

I would appreciate any suggestions.
