Levels of Edit question

Okay, so this may be a dumb question, but here goes (although I'm sure
someone else out there in techwhirler land is also wondering...):

I've been following the thread on estimating editing times and want to
know... what are your opinions on the differences between
"copyediting" and "proofreading?"

We follow STC's guideline (published by the Jet Propulsion Lab, JPL) on
the Levels of Edit (adapted it to fit our specific needs), and the term
"Proofreading" is not specifically discussed there.

Does anyone know the exact issue of The Editorial Eye in which editing
times were discussed? I'd like to refer to it.

Thanks in advance for the help!
