Yes, it's great for HP, and worth it to do biz with them so
agencies put up with the lower bill rates to do so. But it can be hard on
cash flow for small agencies, since employees are required by law to be
paid no more than 7 days past the end of their payroll period. That means
that you can get your paycheck for your first week of work at the end of
your second week of work. The agency may be billing weekly, or every other
week, so they are just billing (with a 30-day receivable, not counting
hold-ups in the mail) when you are receiving your money from them. When the
margins are low, the agency has to worry more about having adequate
reserves from the last or other contracts since they won't see your money
for a month or more. And by the time they get paid on the fist couple of
weeks work you did, they'll be out about 6 weeks worth of paychecks. Catch-
up happens somewhere down the road.

Pity the little agency that's trying to cut you a good deal. They're
putting themselves on the line.
