IMHO:

Periods and commas in, colons and semicolons out, interrogation and
exclamation in or out, depending upon the meaning of the text (is the
question or exclamation part of the quotation or part of the entire
sentence).

No flames please -- I humbly respect the right of each individual to
punctuate their sentences as they please. The opinions expressed herein
are my own. They are NOT near and dear to my heart and I will not defend
them to the dying limits of my e-mail system.
