Most style guides agree with you, 1a and 2a are correct. According to
the 13th edition of the Chicago Manual of Style, You should ALWAYS
enclose the final period, comma, question mark, etc., INSIDE the final
quotation mark.

(However, I did find a strange exception to this rule when I read
about semicolons -- they stay outside the quotation marks when the
quote is at the end of the first independent clause of a compound
sentence. Now that is wierd!)

Read sections 2.96, 5.63-65, 5.67, 5.73, 5.75, 5.89, 10.6, 10.12, and
10.16-18. I have the 13th edition of the CMS, I don't know how
archaic my version is.
