Don't sign it! Non-compete clauses are nothing but trouble for
contractors.

I don't know which agency you work for, but the one I used to work for
has gotten into some intensive legal battles over a similar situation.
One of the employees sued the company when they enforced their
non-compete clause. See the info at the URL listed below.
