And, why do we think that clear language matters? Given that the IRS
only audits in cases where it sees efficient prosecutions--people who
won't or can't afford a tax attorney--that offer guaranteed income
generation, do the regulations really matter? If they don't, then it
doesn't matter if the government uses "plain language" or not, or if the
thought takes 5 or 500 words to express.

And, I'm not singling out the IRS here. Every enforcement agency in our
government now uses a means-ends test thanks to ...
