I have had a similar experience but in reverse. A Dutch client said that
some English words translate to several Dutch words! The translators we
have used/had quotes from all quote on the number of words in the source so
the client knows what it's going to cost. The cost per 1000 words varies
from language to language as, presumably, the translator takes into account
the source-target word ratio. Presumably this is based on experience and
the variation in cost from one translation company to another is down to
margins and exactly what they provide - liaise directly with end user,
formatting DTP etc.
