Could it be that this is the information the President is looking for? He
may have his own suspicions, and could be looking for
validation/confirmation. If the manager was not competant, and you do not
speak up when directly asked, you share the blame. It's not the same as
going behind his back to complain - you are being asked for feedback.
Answer truthfully. Perhaps your manager would benefit by receiving more
direction, or by taking courses in project management. Your reply doesn't
need to sound vindictive, just acknowledging a problem and a desire to want
to improve the process next time around.
