I wouldn't make assumptions about presidential intentions--there may be
internal politics or a history that you're not aware of. If I were you, I
would concentrate on the "what we could do better next time" issues without
getting into your interpretation of your manager's judgment and
decision-making capabilities. That way, you can turn your critical comments
into positive and helpful suggestions without attributing blame. Let your
president infer what went wrong and use his own judgment and decision-making
capabilities accordingly.
