FrameMaker has Conditional Text and it works wonders!

However, for translation obscure terms and such are generally
first defined in a glossary which is provided to the translators not
only for their reference, but also for translation of the main terms.
This ensures (or helps to ensure) that future translators will use
the same terminology.

There's some great "tips for localization" that can be found on
Simultrans' Web site (http://www.simultrans.com) that you may
be interested in checking out.
