Why does linking to a graphic not reduce the file size?

I have inserted a .gif graphic in a Word97 document using the Link To
File option in the Insert Picture dialog. This is supposed to make the
document much smaller than if I included the graphic itself.
Comparative file sizes are:

Document without graphic 81K
Document including graphic 889K
Document with linked graphic 873K

The graphic is a 20K GIF image. The document is a template. Why is the
link using up 800K?

I know the linking has worked because if I rename the graphic file the
Word document doesn't show it.

Anyone know what's up?
