It has been my experience that employers do not want to look outside of
their local market, primarily because of relocation expenses.

"We are only considering applicants in the Houston area."

"When are you moving to the Bay Area (Boston/Seattle/Dallas/LA)?"

"We don't have any money in the project budget for relocation."

Is this because visa-workers move to these areas at their own expense?
