QUERY: HAT w/o Word?

Two questions I'd like your help on, if possible:

1. Can anyone recommend a good HAT (for WinHelp) that is NOT
integrated with MS Word?
If you use one, what do you like/dislike about the package?

2. I'm not very familiar with WordPerfect. If you create an .rtf
file in Word Perfect, would links and formatting, and so on,
remain intact if imported into an HAT, such as RoboHelp or Doc2Help?

The reason I ask is I received the following query from a colleage
this morning:

     We are looking for a way to have a living, changing document
(probably WP)
     that we can use as a template for Windows help. We want a document
that we
     can change easily that can be easily converted to a useful Windows
help
     file. And basically, we don't know anything about making Windows
help files.
     There must be products out there that will convert
     files to Windows help files. Can you point me towards one of them?
     We already have the document started in WP, and it is a
     medical coding manual rather than a technical manual.

Is this a feasible scenario?

My first thoughts are that it would be more feasible to invest in a good
help authoring tool (even if they must use MS Weird!) since most of them
make it so easy to update files, and so on. What do you think?
