I agree with Julie -- if the last name is hyphenated, it should be
considered one word. But if the names are not hyphenated, I'd go by the
final name. So:

Janice Gibson-Payne would be
Gibson-Payne, Janice

but Claire Booth Luce would be
Luce, Claire Booth
