I have noticed this phenomenon many times. My internal tests show that the linking has to do with the initial directory. If you do an Insert>From File action, the default directory is usually the Clip Art one. If you browse to your graphic directory (on the network say), Word inserts a full hard link, even if the graphic directory is directly below your file's. (e.g. X:\\documents\art folder\graphic.bmp - Use the Shift-F9 command to view this in action.)

Now, if you repeat the command, the 'open' directory is the last used - your graphics directory. The link is now relative (art folder\\graphic.bmp)

If you stay in this one directory, any file you insert during this session will have a relative link. If you exit Word, and then reopen, the file directory is set back to your default.
