You mention that this was done by a vendor... by vendor do you mean
consulting agency?

If they are still developing the new system for you, then they *should* be
responsible for the Help as well. Check your contract and see if they left
any open ends or if they wrote themselves into providing a "complete working
solution". If so, document your changes and demand they implement them.
After all, you're paying for their service, not their screw-ups.

If you still feel compelled to make the changes yourself, they should at
least provide you with all the source files you need to do the work
yourself. You shouldn't have to screw around with a solitary CHM if the
contract is still open.
