Try Windows 98 Annoyances' tip at for removing the
Neighborhood icon. Can't help you with the Inbox, since I don't use Outlook

I have bookmarks for a dozen or so good Web sources of help for Win 98 and
be happy to share if you -- or anyone else on the list -- wants the URLs.
