I have heard this used occasionally (somewhere or another) with the word
"requirements" to describe a process whereby a proposal is broken down into
doable parts (most of my work has been government-related; you draw the
conclusion!).
As such, I suspect it is a bit jargony (jargonish?) and could probably be
substituted with a term that is more universally acceptable.
