It's the same defensive tactic that politicians use:
* If you have just one problem (or, in the case of politicians, one
scandal), people will be able to focus on it and clobber you.
* But if you hit them with a new problem each day, no one will be able
to focus on any one problem for too long. They will forget the old
problem to deal with the new problem.
