There are three alternatives that I can see:
(1) Try to find a position at another company in a place that speaks
the same language (giving you the freedom to use others in your
company or previous place of employment as references).

(2) Follow the suggestion already posted of getting a letter of
reference and hiring someone to translate the letter.

(3) Explain that your references at your current position and
previous position do not speak English.

I would definitely try hard to come up with 2 references, even if they
are not recent or you need to have letters translated. Although
references are probably not going to get you the job, a lack of
references could prevent you from getting a job - especially if you
were in close competition with others for a job.
