I agree with those who say if the position is entry-level and the samples are well-written, give the person a chance. I got into tech writing with a small paper explaining the binary number system, which is more 'technical' than lesbianism in China, but if I showed you this paper, you would cringe. I think I burned it eventually. The company who hired me allowed me to relocate 2,000 miles on their dime, and got a pretty good tech writer if I don't say so myself.
