In RoboHelp, the paragraphs are not double spaced. Rather, the paragraph
styles have defined space before or after.

To change the paragraph spacing, change the underlying style for the
paragraph like you would in any other Word document.

P.S. I would not recommend less than 3 point spacing between paragraphs.
