To "breadboard" a GUI for Windows, you don't need the whole Visual Studio to
use Visual Basic, either. Even the Learning Edition that's packaged with a
Sam's /Learn Visual Basic in 21 Days/ is enough for your needs.

It all depends on your environment.

The simplest and most inexpensive tool is Microsoft VisualBasic.

If you get MS VisualStudio you have a fully integrated package of VB, J++
(like
Java only MS better) Visual InterDev (for active server pages, etc.), oh,
the
list goes on.
