Telecommuting should always be a perk for people who have repeatedly and
consistently proven themselves capable of delivering top quality work. Most
people will abuse telecommuting and sit at home and do nothing.

You gauge productivity the same way you would anywhere. You set deadlines and
when people don't meet them - they get in trouble and lose their telecommuting
privileges. If they consistently don't meet them, you fire them. Its that
simple.

Counting words and setting up some off-site productivity analysis matrix would
be a total waste of time. You'll spend more time plugging data into it than
just working.
