If you aren't already a member of the STC (Society for
Technical Communication) join and you'll get, among
many other things, "Intercom" and "Technical
Communication." Intercom is written for the
practitioner, and TC is more strongly based in theory.
Both are quite good.

And here's a link to some online mags:
(The Editorial Eye is a great one.)
