Specifically in the software industry, it may make sense to maintain some leadership connection between the Doc department and Development, if only to make project management a bit easier. A shared manager/director/VP who understands (and appreciates!) what both groups are trying to accomplish may be a valuable resource if it ever becomes difficult to share information between groups.

(Of course, not that that ever happens... :)
