Hello Jane,

I think that the first version, i.e., with the hyphens, is the better
choice. The hyphens make it clear that the three words are being used as a
single adjective.

The Chicago Manual of Style (6.39) states that "when a temporary compound
word is used as an adjective before a noun, it is often hyphenated to avoid
misleading the reader."
