I believe that tech writers are far too obsessed with job titles.
Sometimes, I wonder if they imagine that having a fancy title will
somehow give them the respect that they feel that they're lacking.

It won't, but here's how I usually break down experience when I'm
talking:

-junior writer: works on a small section of a project under
supervision.

-intermediate: works independently on projects with minimal
supervision.

-senior: supervises other writers. Equivalent to a team leader in
software.

-manager: and coordinates documentation with the rest of the
company.

As you can see, these definitions have nothing to do with the amount
of time on the job. I know of writers whom I'd call senior who have
a year's experience, and ones whom I'd call junior or intermediate
who have six years' experience.
