The question was:
... is there a simple way to automate numbering the rows in the [[Word]]
data table (Section 1.0; rows 1.01, 1.02, etc.; Section 2.0; rows 2.02,
2.02, etc.)? And is there a way to make it easy to renumber if inserting
new rows? (I presume that the only way to approach this is with something
like using LISTNUM in a style.)

Put autonumbers in the first cell of each row (select the column and hit the Numbering button or Format etc). Everytime you start a new row by hitting Tab in the last cell of the last row, the next will be numbered in sequence. If you insert rows, they'll number and adjust too.
