Thanks to those who replied both off- and on-list. It looks
like WebHelp may be my best choice after all for this project,
for several reasons.

In the course of my research, though, I found that while many
people believe you cannot serve a .chm across the Web, YOU CAN.

I originally chose to produce a .chm with RoboHTML 2000 because
of the TOC and internal link maintenance. The docs for the
software certainly do *not* make clear that you can't serve .chm
across the Web. When we ran a test -- BLAM! "Do you want to
save as an .exe?"
