Dear Anon,

You don't mention whether the team lead is a member of the development
group or another group. But if the team lead is a developer, then
presenting the proposal as a joint effort may be a strategic move on your
manager's part because the opinion of the development group usually carries
more weight--which is important if you are requesting additional support.
