|(GIF, JPG, BMP, etc) and save it as a WMF or
|EMF (Windows Meta Format) file?

Although WMF and EMF are usually considered vector formats,
they can contain embedded bitmaps. This is sometimes handy
when a program has limited graphics import options.

My contribution to the list of tools that can import bitmaps and save metafiles: Visio.
