How do I edit the following cross-reference in Frame so that my <$paratext>
is bold?

See \`<$paratext>\' on page\ <$pagenum>.

Character formats are listed at the bottom of the list of building blocks
in the Edit Cross Reference dialog box. Set one up for bold, insert it
ahead of <$paratext>, then put a <default font> tag after it.

Yeah, I rushed my description, and as further clarification on Lisa's correct instuctions, put the <default font> tag after the <$paratext> tag.
