I see the "On The Bench" thread in the TECHWR-L digest. I gather "On The Bench" refers to times when you don't have a customer doc to write. I've had a few moments like that, which I have used primarily to help with marketing collateral, but I would prefer to help Engineering with specs and Engineering documentation procedures, because good specs help to make my deliverables better. Actually, I'm surprised that I haven't seen techwriters routinely assigned to help Engineering write specs, leaving the engineers more time to do what they do best.
