Go to monster.com and select 'global gateway'. This allows you to state
where you're coming from and where you want to go.

Also, http://www.tekom.de has a job offer section (Stellenangebote),
although these are all in German. Is there a specific reason why you want to
work in Germany? Otherwise, the Netherlands might be easier to start looking
language-wise, because many more TWs over here write in English. Don't know
about work permits though.
