There is one person on the list who marks every message she ever sends with
Outlook's "Importance: High" flag. I read the message that came through
like that this morning and saw no mention of any urgency at all in the text.

A lot of Outlook users have their mail clients setup to give an alert when
it sees this flag, and I know I find it annoying to see it abused.

ObTechComm: Annoying your readers at the outset is a poor way to
communicate.
