I have to agree with the majority on this.

I would recommend explaining the situation to the report recipient once and
seeing if they can fix the situation. If you have other work that you need
to be doing instead of chasing down submissions, explain this as well to
the report recipient. Suggest that you be given permission to submit the
report on time based on what you have received. If the recipient is a
sensible person, I don't imagine they would want you to spend your time in
such a manner.

After that point, just go ahead and submit the report at deadline, being
sure to leave a big white space with a notice like "No data received"

The caveat to this would be if you are "underutilized" right now. In that
event, people may think that you are trying to get out of doing some work.
