Why not save the PowerPoint as HTML? Assuming they have a browser available,
you have almost no work to do except zip up the resulting files or post them
on the intranet. Your readers just need to click the first one and off they
go.

First, add the minutes to each slide on the Notes page. Then create your
HTML including the Notes. You can also add the minutes to the Notes page and
then save/print as PDF with the print options set to Notes Pages.
