Uuuummmm.

I think this kind of behavior is common. A person I know tracks their time
four ways for four different people, one of whom is their boss. The other
day, that person was verbally assaulted for not tracking one aspect of this
correctly. The verbal assault concerned tracking the employee had been doing
for five months without any hint that it was not being done quite correctly.
I have to assume the person performing the assault needed to promote
themselves to others for reasons not immediately obvious to the masses.

So, too, I expect it is with the manager in question. Or, he has a mental
illness and needs drugs, surgery, rehabilitation, or other interventions.

What I would do in the case of the original poster is approach the original
poster's boss. Explain that the original poster's boss has to push this
behaviour up the food chain because if this manager with the errant
behaviour gets his way, the company will have to outlay significant $$$ to
outsource work. That is, the errant manager is going to cause the company to
spend a lot of money and, potentially, lose qualified staff when the company
doesn't have to.

You can CC: people all day long, but the bottom line is that if the errant
manager's actions are wrong, deceitful, etc., then somebody who is his peer
or boss has to get a grip on the situation and make a correction.
