OS/2 is an operating system. To the best of my memory, it has no files
with an .boo extension associated with it, but its system files can be
viewed with a binary text editor on any platform. However, I wonder if
the extension isn't a truncated version of the FrameMaker .book files?

Failing that, the word processors that had an OS/2 version include
WordPerfect, Ami Pro, Clearlook, and DeScribe. The first two both have
Windows versions, and so does DeScribe, although you'd have trouble
finding it now. If you can find an OS/2 installation, you could run
Clearlook and save the files in WordPerfect format.

There was also a type of file being developed that would allow you to
drop any type of document written to that standard into it, but that
never really got past the development stage, so it's probably not what
you're looking at.
